ALL BARK AND NO BITE (phr. adj): a person who talks aggressively or makes threats, BUT can't really DO anything about it, someone who is "ALL TALK." (Like a dog that barks a lot, but never bites.)

Chael Sonnen is ALL BARK AND NO BITE! He talked so much trash about Anderson Silva, but in the end he lost.
